NVE tightens the routines after a meeting with the Swedish Environmental Protection Agency

NVE tightens the requirements for the involvement of local stakeholders in the construction of wind power plants.

The Norwegian Environmental Protection Association is very satisfied with NVE director Kjetil Lund's intervention in the licensing process. Extra happy that he has handled this so quickly after our meeting with Lund last Friday 28/6-2019. At the meeting, we went through a number of conditions that are unfortunate in the licensing process and the lack of inspection and follow-up in the construction process. Very positive that he has taken action so quickly.

NVE writes today 4/7-2019 the following:

"A number of previously granted licenses for wind power are now being planned and developed. NVE is now tightening the requirements for how concessionaires must involve municipalities and other local stakeholders in the planning and construction of wind power plants.

- There is often a strong local commitment to the development of wind power. It is then important to facilitate orderly processes, local involvement and good information. We have therefore sent a letter to everyone who has a license for wind power plants on land with stricter requirements for local involvement, says director of water resources and energy Kjetil Lund.

- Among other things, before each development, we will call the developer to a meeting in NVE to review timetables and ask the developer to submit a plan for information and involvement of local stakeholders. We will also extend consultation deadlines, and we will step up our own supervision in the development phase, says Lund.

Internal control requirements introduced
A license gives the right to build and operate wind power plants. The concessions require that a plan be drawn up for how the plant will be built (detailed plan) and how the work will be carried out (environmental, transport and facilities plan, or MTA). The plans must be processed by NVE.

NVE has previously announced that those who are going to build must take into account longer processing times than before. In addition, from 2019, requirements for an internal control system have been introduced to ensure that the requirements in the license are complied with."

The Norwegian Environmental Protection Association is very satisfied with the development and will continue the dialogue with Lund and his agency, and we will continue our work on wind power matters with undiminished strength.
